You VPN'ed in? Only reason I ask is due to that ping rate. Plus you have Comcast at your home as well. If you are using a VPN, that explains a hell of a lot.
As for everyone else. Use the Atlanta, GA server. It is the closest DOCSIS 3.0 server to South Carolina.

Most connections upload does not matter. Plus it cost's more money to have higher upload, because of the right equipment to do so.
Also, Time Wanner and Knology are on a stupid horrid throttling system......kinda like speed-step for a laptop (only gives processor speed when its needed, throttles down when not in use).
Comcast has the resources and revenue to offer higher speeds. As of right now they offer 105 meg service.......Which I think is at/around 40 meg upload speeds.
FTTH (fiber to the home) is nice when its available, its a symmetrical up and download speeds.

I think you may have an issue.
What model/make modem are you using?
Open up a web browser page, put into the address bar: 192.168.100.1 and take a screen shot and post it.

On that same screen, click the signal tab up top and take another screenshot.
Motorola's are pretty decent......yours is the black one right? With a stand-by button on top or no?
