23.4.1.Definition of junked or abandoned vehicle. For the purpose of this section a junked or abandoned motor vehicle is defined as one that is either:
A. In a state of disrepair and incapable of being moved under its own power; or
B. Does not have affixed thereto a current license plate and vehicle registration; provided, however, this definition shall not apply to vehicles owned or leased by an automobile dealer, provided that such dealer shall possess a current, valid occupational license and the vehicles are stored on property which is properly zoned and approved for use as an automobile dealership. This section does not apply to motor vehicles parked or stored on public property by the county or any of its departments.
If a motor vehicle is not titled under a recognized governmental agency, then the motor vehicle will be considered debris and treated as such under section 23.3, Unclean Lots, Land and Unsafe Accessory Structures.
23.4.2.Maintenance of vehicles.
A. No vehicles of any type in inoperable condition or without current license plates and current registrations shall be parked or stored on any residentially zoned properties without being in a completely enclosed building or carport or in an area which is surrounded by a six-foot-tall natural or manmade sight-obscuring buffer which may include, but is not limited to, masonry walls or opaque wooden fences. Tarpaulins, tents, or other similar temporary covers/structures shall not be deemed satisfactory with the requirements of this section.
B. No repair, maintenance, or restoration of motor vehicles is permitted on any residentially zoned properties unless the vehicle is owned by and registered in the name of the occupant of the dwelling constituting the principal use for such property and the vehicle(s) is stored in a completely enclosed building or a carport.
C. Exemption to (A) and (B) above: In the Flex1 agriculture district one car without an affixed current license plate and vehicle registration shall be permitted provided that:
1. The vehicle is operable; and
2. The vehicle is located within the rear yard of the property.

Ok. I have a car in the driveway that I do not drive everyday. It sits there.
2. We are working on dads blazer in the garage. Only person who would know that it isn't mine would be my noisy as haggard hag of a neighbor.
The 2nd code is what gets me. What action can be done if I do not remove it off my yard. MIND YOU, eclipse has no flat tires. and the blazer is behind the garage door. So I doubt they will write me up for that, unless someone said something

This neighbor of mine is something else. I think she has a hard on for me. She has come over twice starting shit with us when we have the garage door opened, and she has always left crying...thanks to my wife.
I guess this weekend is going to be the weekend the blazer gets fired up with just open headers. TO you neighbor :Finger2:

Find something in the county codes or your neighborhood covenants that your neighbor has violated and report her ass.
Also if its not against the rules, start parking your car on the front lawn she'll love that. Btw, if you do that, I'm glad I'm not your neighbor, lol.

Hmm, that's some pretty restrictive codes there. I can see if you've got a car up on jackstands in the driveway, but saying you can't work on an off-road vehicle in your own garage if it isn't registered to you smacks of Big Brother.
Typically, Code Enforcement will write a warning and give the property owner time to comply. After that they will write a ticket and then the owner would have to go before the magistrate.
Don't you just love pain in the ass neighbors?

I know goose creek came knocking on my in-laws door when they had a bug sitting in the driveway without a tag. Can it go in the backyard? Throw a tarp over it and call it a day. The blazer shouldn't be a problem closed up in the garage. late night get together at your house?

We don't make any noise here really. And especially at night. My neighbors problem started when we won't keep our garage door closed when we are outside in the garage or in front of the house....
Plus garage is usually closed around 10 pm and everyone going home.
Seriously, no other neighbor seems to have issues with us. Hell, they will come over and bs with us.

Move to the burg! Ive driven my pos ranger around on open headers, we have partys here on every holiday with loud ass music until wee hours of the morning, our fireworks on new years and july 4th are 12 guauges and big pistols, we ride fourwheelers all day, and no one says shit!

In my crystal ball, it seems that there may be some strange happenings over at your pain in the ass neighbor's house. Time for a covert night operation to drain some oil and disconnect the oil pressure switch so the idiot light won't come on. These cold ass nights are a perfect time because the house's central heat runs a good bit to cover for any noise outside the house.
Fuck with the bull and you get the horns.

Car cover will take care of it if you dont have insurance. I live in North Charleston so I know very well about code enforcement. I also think we should have the next CHP meeting at your house! The old hag would be pissed.

Hell, just turn the Eclipse around in the driveway. If it ia backed in, she HAS to come onto your property to see if it is tagged or not. Given that she has been asked, at least, two times to leave; I would think she would be trespassing.
I like Gerald's idea-sort of. I don't really like property damage; but messing with the K car would be great fun. Maybe sneak something under the fence, when her dogs are out, that will make them shit EVERYWHERE. Don't want to hurt the dogs, just mess up her house. Or... we could jump the fence one night; and fill her pool with Jello. (I wonder how much it would take. Hmmm.)

You can take a .040" twist drill into one of the tubes of the coils of the outside HVAC unit to make a nasty leak. Very quiet to do and quick, too. That ought to be about $4 to $5 thousand to get fixed.

Well I can honestly say I feel your pain! I have a bitch neighbor of my own. The one next to me is nuts! I cut down an oak tree in my own yard, and she found an ambulance chasing attorney to take the case. (No offense snake). Well needless to say my attorney shut him down with a phone call. She has called berkeley County code inforcement and sheriff's department on me atleast 6 times and she came up empty. Codes told me its got to have a tag to be in the driveway, cover or not, HOA or not. We have no HOA in St James either. Now codes cannot do anything about you working on your dads blazer in the garage, but this is where Berkeley County Sheriff came in. Berkeley County noise ordinance is 10PM to 10AM, so if you are in the garage banging around running air tools and that kind of stuff with the door open, well she has a right to bitch, according to the county. Mine called the cops the last time I brought the LTD out to SSS. When I went home at 11:30pm or so, Berkeley County knocked on my door at about midnight. I told them I just got home and I even showed them the car had tags and mufflers, and they were cool and went on. I really hate it for you but be careful..:bigthumb:

We do not make any noise before 10am or after 10pm. We are usually finished by then and chilling out. The air compressor is not being used. we use mainly hand tools. Her problem is that she is trying to sell her house (for way more than its worth) and can't sell it. So I think she just wants to blame us as being the reason no one is biting at her "great" house price. We aren't going to stop what we have to do to please her.
Moving the Eclipse from the driveway and either into my garage or Hal's backyard is the extent of any changes being made.
I wonder if the NJ tags on the "K Car" are up to date.

Call the code enforcement guy up and tell him its your autocross car and you trailer it to events. Tell him you have know where to put it but you can get a car cover for it. North Charleston told me if it doesnt have a tag it has to look road worthy and just put a car cover on it. He also said they arent supposed to touch anything on your property like lifting a cover to look for a tag. Trust me when I say this the code enforcement guy probably doesnt like the old bitch either because she most likely calls them for alot for stupid shit.
My neighbor has threatened to call Goose Creek on me every day this week.
I think the SOB is just mad his Burple Chevy II is slow. He figures if the Mustang that's in my yard ever gets running, he can at least say he out ran 1 Mustang.

i called them and we are good now. i was told that a woman on my street is the person who called on the entire neighborhood including police officers. car is backed in. was told recreation/ off road use only vehicles are good backed in. there is still hell to pay

Your neighbor may not have anything to do with it, but then again she may..... Code enforcement rides through my neighborhood at least twice a week, and I actually seen him get out of the truck and go up to my neighbor's house to walk behind her dads old pickup that she had backed in so that they wouldn't see the tag expired.
They look for stuff like that, I've gotten a notice for leaving my trash can out at the road a day or two after they picked up.
I've had cars/trucks/a shell of what was once a car all out in my driveway on blocks, jackstands you name it and because they had current tags....... he couldn't do jack shidt.
If she don't like your garage door open......... If it were me, I'd paint it flourescent pink, so she had to stare at it when it was down, and every hour I was home, that bitch would be open, regardless if I was remotely near it. If she kept complaining I'd moon her while standing in the garage with the door open, and when the cops came I'd get the report and sue her for invasion of privacy.

well, the person who rode through only came there because of complaints filled with someone on my street. the woman told me she only patrols when called upon in our area. the guy you see in gc is in his area to patrol. i asked about noise and she said till 10pm but than again as long as we arent shooting guns we are good. but than police would take over. i can "tune" a vehicle and be in the clear before 10pm

It’s time to quiet down.
Berkeley County residents and businesses may have to think twice before using their “outside voice” as county council unanimously approved the third reading of an ordinance designed to regulate the amount of noise individuals and businesses in the county are allowed to produce.
Council met in regular session Monday night in Moncks Corner.
With its final reading approved, the ordinance calls for noise control in unincorporated areas of Berkeley County, amending an original ordinance adopted back in 2005.
Under the ordinance any car stereo or boom box that is plainly audible 100 feet away whether inside a residence or public right of way, such a county road, would be considered illegal.
According to county documents “continuous noise” is not to exceed 70 decibels during the day (6 a.m. to 10 p.m.) and 65 decibels at night (10 p.m. to 6 a.m.).
Emergency vehicles, civil defense testing and emergency alarm testing are exempt from this ordinance.
Enforced by the Berkeley County Sheriffs Office and Berkeley County Code Enforcement Officers in conjunction with county government and based upon filed complaints, fines could range from $100 to $500 with up to 30 days jail time. First time offenders will not be fined should they comply with the noise ordinance and turn the noise down.
Repeat offenders will be subject to fines and possible jail time.
With the approved third reading before council, the new ordinance will take effect immediately.

Have I got a plan for you! I would put up a flagpole in the middle of the front yard and put up a Confederate Flag and a Gadsden Flag right up under it. That ought to just about guarantee the house doesn't sell to another asshole yankee like her (no offense to the decent yankees that have assimilated themselves to the southern way of doing things here). If someone does buy the house, more than likely they will appreciate your flags and turn out to be really decent neighbors.
I would still go ahead and take out the HVAC so that your new NICE neighbor will have a new unit to get started in their new home.

The first week in our new house my wife woke me up at 2 am and said someone was at the door.
I went to the door and and asked: "Who is it?". After some incoherent mumbling from the other side I walked down into the garage, got my Glock out of the car, opened the garage door, and walked out. By this time the guy was out on the sidewalk pointing at something.
I still couldn't understand what the hell he was saying but then I realized one of my sprinkler heads popped off when the system came on and it had spewed water into the street. It ended up that the dude was my neighbor but I couldn't understand him because he was German and he was shitfaced drunk.
Evidently he was well known as the neighborhood drunk because his old lady would kick him out and he would go live on a sailboat back in the creek. One morning a neighbor found him bathing in her pool at 6 am.
I never really saw him after that night and they sold their house a few months later.
You can pick your friends but you can't pick your neighbors.

Also why not just get the tags on the thing updated and tell the lady to shut her pie hole...
I don't know how the law works around here but I had a similar issue and just used the front plate of my other car to make the car look legit and shut the complainer up.. as long as the car didn't go on the road all was well and couldn't get sited for false plates/reg since it never left my driveway..

because the car is being sold. to get tags here you also have to get insurance. can't have one without the other.

Car actually should be picked up today some time.
If you knew my neighbor you would understand that she has a hard on for me since the day I moved in. The previous owner rented this house out for over 6 years. SO you can imagine the type of people that lived here. The house had to get all new paint and carpet as the previous tenant tore the place up. Hell, she owed some guy in GA some money over the purchase of a truck and he came here looking for her. In the last couple of months I have found out alot. SO I would assume that my neighbor hates anybody but old people to live here. Heck, she could be yard and garage envious for all I know.
She states that the only time I SHOULD HAVE COMPANY is on holidays. And that my garage needs to stay closed all the time no matter what, and I shouldn't do anything with vehicles here as I should rent a shop. I told her that I bought one with a house attached.

Hell on my road there is a late 90's Impalla SS with a large cam and loud exhaust, SRT8 Magnum, G8 GT and a unknown older car with a large cam and loud exhaust down the road. The section of my neighborhood is pretty cool. I dont talk to any of them though I kinda keep to myself.

My neighbors hate when I work on my cars, which is just about every weekend. It's funny though, they called code enforcement on me a few times, but the last time the guy actually helped me bleed my clutch!
Lets just say I enjoy coming home between 1-4am with my dumped exhaust and I love warming the car up at 7:45am to go to class 3 days a week.

My wife has assimilated herself to the way things are done here in the south. She has realized the freedom to do just about anything in her own damn yard as she pleases here vs. the control freak government way in Jersey.
Just look at what the upity liberal New Jersey mindset has done to their property values and property taxes up there. The majority of people up there are so obsessed with the preservation and appreciation of their property values to the point that their housing market is way more overinflated than it is anywhere else. So, dumb asses, what do you think that does to your property taxes?
They do it to themselves....I call it "natural selection" at work against those that are deficient in math and logic!

You haven't lived until you see a motor starter running on 4160 volts blow up on start-up. I did a chiller overhaul on 1280 ton centrifugal chiller a couple of years ago, we were ready for start-up, and I asked the facilities manager if he had the starter p/m'd by a 5KV certified electrician. He said no. The chiller had not run for a year, so you can imagine the dust, dirt, & moisture in the cabinet. I said I did not want to start it until it was checked out, he said start it anyways, and he would assume all responsibility. We hit the start button and guess what happened. July 4th baby! Yeehaw!
