Which brand oil filter is on the engine? Some of the cheaper brands have been known to let loose a piece of filter media which usually gets stopped at one of the cam journals up in the head and starving that head for oil. 3 valve Ford heads have very small oil passages and it doesn't take much to restrict/stop one up to where there isn't enough oil to operate the phaser, much less lubricate all the cam journals. If you pull the valve cover and cam, you can inspect the journals. If they aren't galled, you can probably get away with just replacing the phaser or its actuator.
