Yep, that's what I was thinking. 
I don't know what the laws are in Brazil for concealed carry, but a perfect time to put a few in the thief would have been right after he stuck the gun in his waistband to get on the bike.
Looks like the cop came from his own personal car that just happened to be at a standstill in the other direction of traffic.
