Basically if you are higher than 21 you can call out up to 5 spots ahead of you. So you will be racing whomever is in spot 21. During past races a lot of people weren't there, and we had a lot of default wins. Now with the new rules, you can only win by default if you are not skipping someone in attendance. so if spots 21-24 are not there you win. But if spot 24 is there you have to race them to move to spot 21.
Another twist added is the ability to skip to the next person in attendance. For example most likely when it's your turn to race (as of right now you are the last person racing) no one will be in spots ~14-24. If you elect to, and instead of just getting a default win for spot 21 you can race for spot 13. The only downfall to that is: if you lose you will still be in spot 25 for next month.
I hope I didn't confuse you anymore than you already were.

Mike,
That's cool. I will run where I can get in. Win or lose it's ok with me.
