Painting cars

I have a friend that wants to have a car painted. Basically clear coat faded through to the dull base coat. They are looking not for a Maaco paint job. No paint prep and looks like shit $500.00 paint job. But not a 4000.00 paint job. Does anybody in the area do a descent paint job for around 1500.00 to 2000.00 paint job. There is no body work, just sanding where the clear coat wore through on the top parts of the car.
