Trying to start the car

I know on the starter theres a wire that goes to the ign switch. When i test that for voltage i really dont get anything. Is that b/c of the battery? A full battery should read 12.7 volts. If you have the heavy guage wire going to the starter you shoul be able to jumper between the heavy cable and the small wire from the ign switch (in neutral) and have it spin over. If not you may have a ground issue. Check grounds from battery to the engine and engine to firewall or chassis. 11.7 SHOULD turn over at least.
