yeah, in prison that means you won't put up a fight.
you would rather give it up than get beat up. it basically means you are weak and unable to stand up for yourself.

I think the cops like that idea of "street dress". How the hell can a criminal run with any speed to get away?
Of course, this baggy clothes strategy stems from crooks wearing 2 to 3 sets of clothes at one time when going to commit a crime. After committing the deed, they run just out of sight, ditch the outer layer of clothes to reveal something drastically different, and take their sweet time easing away from the area.
